In Options > Tax Rate make sure the Default Tax Mode is set to None and the If Contact Changes Auto Apply and set up as Follows:

Note: No Tax Name 1, Rate 1 is 0.000 Tax Name 2, your choice, Rate 2 is the State Rate and the Tax Mode is Simple:
